Introduction:
Because of the importance of the roleoftheMinistryofFinanceandEconomicsinthefinancial
andeconomiclifeofeachcountryanddirectlyreflectingitsworkonthelivesofcitizens,aswell
asbecauseofthemanyfinancialproblemsAndEconomicsinKurdistan,Ineedtoevaluatethe
workoftheMinistryofFinanceandEconomics,whichcanbepartoftheproblemorinsolving
theeconomicprobleminkurdistanregion.
Tofacilitatereaders,wewillonlyshowthesummaryofthefollow-upandevaluationat23
points,andIthinkitisnecessarytoclarifythatthecriteriaforthisassessmentare
(parliamentaryfollow-up,ministrylaw,guidelines,financialreports,reportsandevaluationsof
theFinancialSupervisoryBoard)
Summaryoftheresultsofthefollow-upandevaluation:
1.Oneoftheministry'smaindutiesistocollectrevenueintheKurdistanRegion,contrarytothis
task,theministryhasnotsucceededinthisimportanttaskandtheregion'srevenueshavenot
yetbeensystematicallycollected.Itisnotcompletelyundertheauthorityoftheministerandthe
financeministry,andthetworulingpartiesdecidetoplayaroleintheirfinancialinterestsinthe
amountofrevenuetheyreturntotheministry.
2.Thisministrydoesnothaveanyeconomicorfinancialplansorprograms,andisunableto
formulateanyplanstoescapetheeconomicandfinancialcrisesfacingtheregionandits
citizens.
3.Thisministryhasfailedinoneofitsmaintasks,namelythearrangementanddraftingofthe
budgetlaw,andsince2013theregionhasnotownedanybudgetlaw,whichisoneofthemain
dutiesoftheMinistryofFinanceandisconsideredthelargestfinancialplanandprograminany
government.
4.Lackoftransparencyinincomeandexpendituresandhidingthenumbersrelatedtoincome
andexpendituresandnotpreparingthefinalaccountandnotsendingittotheFinancial
SupervisoryBoardandparliamentforScrutiny,inadditiontopreparingfinancialexplanations
thathavenolegal,accountingorfinancialvaluesandcannotbeauditedandtheaccuracyofthe
numberscanberevealed.
5.ItisnotclearwhatlawtheMinistryofFinancedependsonandwhatlawitrunsaccounting
andfinancialwork,aswellasthelackofthesamewayofdealingwithrevenuesand
expenditureswithallministriesandinstitutions.
6.Thisministryhasnostrategicplantoimprovetheregion'srevenuesandbetterreorganize
andcollecttheminthepublictreasury.
7.Thereisnoclarityonthedebtsandtheiramountsandhowtoreturnthem,aswellasthe
debtstheyhave,especiallytheabsenceofanyplansorplanstoreturnthedebtsandsavingsof
thesalaried.
8.Thelackofjusticeinspendingrevenuesonministries,institutions,projects,citiesandtowns
ismoredominantinthefieldofexpenditures,andanyministryorgeneralmanageror
personalityandpoliticalpartycanplayaroleinspendingmoneybasedonitsownpressureand
influence,nottheexistenceofstrategicplansandprograms.
9.Despitetheministry'smembershipintheOilandGasRegionalCouncil,oil,asthelargest
sourceofincome,isoutsidetheauthorityoftheMinistryofFinance,andtheministryhasnot
beenabletohavetheleastknowledgeoftheministry'srevenuesandexpenditures,andsofar
eventhedataoftheMinistryofNaturalResourcesisnotgiventotheMinistryofFinancetobe
awareofthisimportantsourceofincome.
10.Theministryhasfailedtobuildandestablishapensionfundandguaranteepensions
becauseofthefundandthedevelopmentofitsrevenues.
11.Thisministryhasfailedtomanagetheenvironmentfundandhowtoprotectandspendits
revenues.
12.Theministryhasfailedtomanagethecancerfundandprotectallrevenuesintheinterests
ofcitizensandcancerpatients.
13.Theministryhasfailedtobuildadevelopedbankingsystem,establishandbuildbanking
servicesandelectronically,andhasalsofailedtobuildpeople'strustinthebank,andinthis
regard,governmentbanksdonotcarryoutanybankingeconomyactivitiesandplayaroleonly
asabankandnothingelse.
14.TheministryhasfailedtocreateabankaccountforsalariestomeettheobjectivesofArticle
13ofLawNo.2of2020,despitethefactthatithasbeeninthefieldofimplementationformore
thanayear.
15.Theministryhasfailedtorepaybusinessloansbyanumberofbusinessmenandcapitalists,
whichamounttomorethan902billiondinars,inasituationthatisunabletospendthesalaries
ofitsemployees.
16.Continuedsmugglingandcorruptionatcustomsborderpointsandtheabsenceofaunified
systemformanagingcustoms.
17.Holdinganumberofcontractswithanumberofcompaniestoworkatcustomsborder
pointswherecontractsareexcessiveandthereisnoneedforthosecontracts,andthe
contractsarenotlegalanddonotpassthroughlegalproceduresandinstructionsandare
monopolizedTheyhavebeengiventoanumberofcompaniesandtheirgoalsareonlytocollect
moneyforanumberofcompaniesandthosebehindthem,particularlysomeoftheworkdone
byinstitutionsandgovernmentemployees,butthefinanceministrycontinuesatthislargegate.
18.Proposinganumberofdecisionscontrarytoconstitutionalandlegalprinciples,suchas
proposingtaxesonprivatecarsanddirecttaxesonpeople'sfoodinrestaurantsandincreasing
anumberofothertaxes,whichhavecausedmoremarketburdensandburdensoncitizensand
thereturnofeconomicactivities.
19.Givingmoneytosomeinstitutionswithoutanylawsandwithoutanydataorinformationon
thelistsandensuringthetruthandaccuracyoftheinformationandseparatingthewalls,such
asthePeshmergaforcesknownasthe70and80units,asopposedtopayingsalariesto
employeesinotherministriesandinstitutions.
20.Failuretocollectpeshmergaretirementfiles,dataandinformationintheGeneralDirectorate
ofRetirementandsurvivalandcontinuedcorruptioninthisfield.
21.Notrelyingontechnology,notelectronically,andrunningadministrativeactivitiesintheold
way,whichwillslowdownadministrativeactivitiesandweakentheabilityofpublic
administrationsandinstitutions.
22.Aministryiscompletelyweakinansweringquestionsandinvestigatingparliamentarians
andisunabletoanswerquestionsandinvestigationsofparliamentariansinalegaltime.
23.Mixingandmixinginstructions,weaknessindraftinginstructionsandministerialorders, weaknessinwriting,andhavingmanyspellingandprintingerrorsinwritingandinstructions.
